You can start with using a lightweight material and lining fabric while making Roman blinds. Take accurate measurements of the whole window where you need the blind to be placed. Add another 2 inches to stitch the seam and equal for the sides.
To sew the lining and the basic fabric, put them together and pin it properly. You can stick it together down the two sides and on the bottom, just one inch above the edge. Cut the loose fabric and trim the sides, but cut into the stitching.
Now it is time to turn the fabric onto the right side out. Iron the seams straight and over the fabric. You can flatten the fabric with the lining on the outside. Calculate about 2 inches from the top edge and draw a straight line with a chalk or use a pencil.
You need to now divide the rest of the blind into 8 to 12 inch sections whereas the bottom is at least 4 inches. Now you can cut the fabric into strips of 4 inches in width and you need to have as many as you have marked on the fabric. You need to put a batten on the top so leave 2 inches there.
After doing this, you can insert dowels that are a bit shorter than the width in the pocket which will be folded and ends stitched. Put 2 inch wide plastic rings in the pockets on the two ends and do that for all the panels.
